USPS has announced several important changes that take effect on July 12, 2026. These updates affect four areas that matter directly to shippers: Commercial USPS Ground Advantage pricing, dimensional weight calculations, package dimension compliance, and HAZMAT shipping fees.

The following USPS shipping changes will take effect on July 12, 2026:
Effective July 12, published Commercial USPS Ground Advantage prices will no longer use ounce-based rate differentiation.
Currently, published Commercial USPS Ground Advantage rates for sub-pound parcels are divided into multiple weight tiers. After the change takes effect, parcels weighing 1 ounce to 15.999 ounces will all use the rate currently applied to shipments weighing 12 to 15.999 ounces.
This change may have a greater impact on jewelry sellers and other merchants who typically ship lightweight, small-sized packages. Since these parcels often fall into the lower ounce-based weight tiers, the new pricing structure may lead to higher shipping costs for some shipments.
The dimensional weight (DIM) divisor will change from 166 to 139, and measurements must be rounded up to the next whole number. For example, a measurement of 12.3 will be treated as 13.
DIM weight is based on package size, not just actual weight. For packages subject to dimensional weight pricing, USPS calculates DIM weight using this formula:
(Length × Width × Height) ÷ DIM Divisor
The billable weight is whichever is higher: the actual weight or the DIM weight.
For example, consider a package measuring 16 x 12 x 10 inches with an actual weight of 5 lbs

In this example, the actual weight stays the same, but the billable weight increases from 12 lbs to 14 lbs because of the DIM divisor changes.
Shippers will be required to provide accurate dimensions (length, width, and height) for all parcels included in a manifest.
This requirement applies to commercial shipments using the following services:
Effective July 12, 2026, mailers must report accurate dimensions in the manifest for all covered parcels. USPS will charge a $3.00 per parcel Dimension Noncompliance Fee for any package with missing or incorrect dimensions.
For shippers, this means package dimensions can no longer be treated as rough estimates. To avoid potential fees, it is important to measure packages accurately before the rule takes effect.
USPS will introduce new HAZMAT-related fees.
